GRANT IN AID TO UNIVERSITIES  

Physical / Financial Achievements during X Plan period

Activities of the Directorate remained confined to providing assistance in form of grant in aid to the Universities. In all 26 Universities were in recipient of ICFRE grant in aid to the tune of Rs.18.69 Crores to date.

Besides the above, Directorate also dealt with the cases of deputation of officials/scientists for up gradation of their knowledge/ skills through various courses/training programmes within the country and abroad. Research support system in form of JRFs/SRFs/ RAs was also provided for various projects being run in the Institutes.



Activities/ Programmes envisaged for the XI Plan:

(a) Grant-in-Aid to the Universities: The scheme is proposed to be continued during XI plan period and a provision of Rs.100 crores is being sought from Ministry of Environment & Forests, Govt. of India for this purpose. Besides, the Directorate has also taken initiative in modernizing and upgrading the curriculum being followed in these Universities at Graduation/ Post Graduation level so as to unify the syllabus. Scheme of accreditation for these courses on the lines of professional would also be in offing.


(b) H.R.D. Programmes: The ICFRE has adopted a five year HRD programme for capacity building of the managerial cadre, Scientific cadre and the Technical Cadre. And this comprehensive HRD programme of ICFRE, which is basically a forestry research organization, aims at-

• Increasing the management skills of the manager and Senior researcher and to keep them abreast with current thinking and trends in forestry research.

• Enhancing the core competence of the researchers in their area of specialization through training, research workshops, seminars etc.

• Providing in-service training in professional skills, Lab management, field investigation etc. to all levels of supporting staff.

Keeping the above aims in mind, in the first phase, the following three trainings have been started from the current financial year, which are as follows,

• Training on “Research Methodology”, Which was held at IASRI, New Delhi, from 7th January,2008 to 18th January,2008

• Training on “Research Management and Administration” which is scheduled from 3rd March to 14th March,2008

• Training on “Basic Forestry” which is scheduled from 11th February to 18th April,2008

The trainings in specialized fields are in the process of finalization and will be organized from the next financial year.


(c) Policy Research: The Directorate of Education has been mandated to conduct “Policy Research” works in the arena of forestry. In consonance of the above mandate, a Committee was constituted by MoEF, GoI, vide order No. 12-1/2006-FP dated 23rd August,2006 to deliberate upon and finalize issues of the subject areas of Policy Research work consisting of following members;

The Committee met on 19.10.2006 to deliberate on the issues and decided to start the work on following three subjects :

• Scientific basis to assess the proportion of forest and tree cover in the country.

• Analyze the linkages of forestry to national priority of poverty alleviation thus bringing policy prescriptions in tune with the goals/objectives of National Development Perspective.

• Formulation of policy and legislative measures on certification mechanism for regulation and marketing of quality seeds/planting stock for tree improvement to give an impetus to plantation activities at regional/national levels.

• Desk review for identification of inconsistencies in policies of related sectors with National Forestry Policy 1988, and suggestions for addressing the inconsistencies.

The Council considered the recommendations and suggestions of the committee and decided that in the first phase, the work on the first three subjects areas may be started and accordingly the consultancies to carry out the above study have been out sourced respectively to following consultants:-

• Academy of Forest & Environment Sciences, Dehra Dun

• TNS-India Pvt. Ltd., New Delhi

• Shri Piare Lal and other, Phagwara (Pb.)

(d) DISASTER MANAGEMENT: ICFRE propose to hold consultancies, workshops, training and awareness campaign so that role of forest eco-system in maintaining natures balance and thus ameliorating impacts of such hazardous events could be fully understood at all levels. The Council and its Institutes shall also be networked with Institutes/ Organizations at National/International levels so as to be essential part of consultancies aimed at planning measures at regional/ national levels.
